Conceptual Background of the Nabalini astham (ICPS scheme)
q A governmental program implemented by the “Government of India” to help secure the safety of children.
q Special emphasis on:
a. Children in need of care and protection (CNCP)
b. Juveniles in conflict or contact with the law
c. Other vulnerable children
q Proposed in 2006 and implemented in 2009.
TYPES OF THE CHILDREN IN THE NABALINI ASTHAM, CHILDREN HOME
q Doesn’t have a home or shelter and no means to obtain such an abode
q Resides with a person(s) who has threatened to harm them and is likely to carry out that threat, harmed other children and hence, is likely to kill, abuse or neglect the child
q Has a parent or guardian deemed unfit or unable to take care of the child
q Is an orphan, has no family to take care of him/her
q A runaway or missing child whose parents cannot be located after a reasonable search period
q Is being or is likely to be sexually, mentally, emotionally or physically abused, tortured or exploited Is a victim of arm conflict, civil unrest or a natural disaster.
